State plans improvements at 23 highway rest stops

The state Department of Transportation plans to renovate and upgrade 23 rest stops along interstate highways in Connecticut.

DOT plans to renovate something? So we can expect the rest areas will be closed until 2033. We can also expect millions in "studies" before anything actually starts.

CT DOT = Worst.
